Our client is seeking a Vice President of Business Development to lead strategic growth initiatives in the Home and Community-Based Services (HCBS) Medicaid sector. This is a full-time opportunity based in San Antonio, TX, with relocation assistance available for the right candidate.

Vice President of Business Development Role:
As the Vice President of Business Development, you will spearhead strategic initiatives to expand FMSA operations into new states while ensuring continued success within Texas.
Your role will focus on identifying and securing new business opportunities within HCBS Medicaid Self-Directed programs, leading the RFP process, and developing high-level relationships with key stakeholders such as Medicaid agencies and Managed Care Organizations (MCOs).
Lead the strategy and execution of national business development initiatives targeting HCBS Medicaid Self-Directed programs
Manage the preparation and submission of high-quality, compliant RFPs
Conduct market research and feasibility analyses to identify new growth markets
Build relationships with state agencies, MCOs, healthcare providers, and community partners
Collaborate with executive leadership to develop business cases, financial projections, and partnership contracts
Represent the organization at national conferences and stakeholder meetings
Monitor changes in federal and state HCBS regulations and advise leadership accordingly
Lead cross-functional teams to execute expansion projects while ensuring compliance and high-quality service delivery
Vice President of Business Development Background Profile
Bachelors degree in Business Administration, Healthcare Administration, or related field required; Masterâs degree preferred
5+ years in a senior-level business development or leadership role within healthcare or Medicaid programs
3+ years of direct RFP experience, including drafting and managing submissions in the HCBS or related sectors
Experience with Home and Community-Based Services (HCBS) or Fiscal Management Service Agency (FMSA) programs highly preferred
Proven success in expanding operations into new markets and securing new contracts
Proficiency in Microsoft Office and CRM platforms
Strong communication, strategic thinking, and cross-functional leadership skills
Ability to type 35 WPM and achieve 80% accuracy in Excel
